STRASA empowers and supports San Antonio’s short-term rental hosts through education, resources, advocacy, and community-building. Our role is to help hosts succeed, understand local requirements, and operate responsibly, while building positive relationships with neighbors, platforms, and the City of San Antonio.

A thriving short-term rental community where responsible hosts are respected members of the local economy, rules are clear and workable, and communication among hosts, the City, platforms, and the supporting business community is transparent and cooperative.
As Airbnb and other short-term rental platforms gained prominence, San Antonio’s host community grew rapidly. Early on, hosts gathered informally to network, share business advice, and navigate a still-developing hospitality market.

In 2019, the City of San Antonio adopted a comprehensive short-term rental ordinance, introducing permitting requirements, safety standards, and formal hotel occupancy tax remittance. This marked a shift from informal hosting to a regulated business environment, creating a clear need for education and compliance support.
STRASA was founded in late 2021 by a small group of local short-term rental hosts who recognized that hosts needed reliable information, coordinated support, and a constructive relationship with the City.
As STRASA matured, the association analyzed platform and city data and identified a significant compliance gap. While thousands of listings were active, only a small number held permits, and tax collections did not reflect market activity. STRASA compiled these findings into a report and engaged directly with City Council and city departments responsible for permitting and enforcement. At the same time, the association worked with neighborhood and housing advocates to identify shared goals. These efforts contributed to ordinance revisions that improved compliance and tax collection without imposing additional restrictions on short-term rentals.
Today, STRASA serves as a trusted local resource for education, collaboration, and balanced advocacy.
Managing Board
Shelley Galbraith, Chair
Shelley is a self-employed writer, marketing communications manager and Airbnb host, working also as a host community leader and liaison with neighborhood associations. She rescues dogs and cats in her spare time.
Jeff Stave, Founding Member
Jeff manages a portfolio of real estate, including long and short term rentals for the past 13 years. Jeff’s successful career has a background in insurance and hospitality. He currently works in real estate.
Megan Blount, Member at Large
Megan owns Hosted Havens, a San Antonio-based co-hosting business providing full-service short-term rental management. With a background in customer service and operations, she began hosting in 2021 and now serves as an Airbnb Co-Host and Community Leader. On weekends, she and her husband enjoy discovering new cafes.
Jack Cox, Member at Large
Jack owns and manages a short-term rental property in the historic neighborhood of Westfort located just north of downtown San Antonio. He works as a corporate communications professional for a biotechnology company.
Debby Villers, Member at Large
Debby is a property host since 2016, managing six properties, and a retired NEISD math teacher with 24 years of experience. She's been a proud resident of San Antonio for over 30 years and a strong advocate of downtown living.
Missy Ramos, Member at Large
Missy is a seasoned real estate professional with more than 15 years of experience helping buyers, sellers, investors, and contractors navigate San Antonio’s fast-moving market. She is a trusted advisor for clients across residential sales, property management, and both short- and long-term rental operations.
